How does an increase in a sector’s output affect poverty alleviation? In this paper a multiplier decomposition method focusing on poverty alleviation applied to Guizhou’s social accounting matrix reveals that growth in agriculture, service and some manufacturing sectors can alleviate poverty.

Poverty is a fundamentally a distribution issue. In the anti-poverty problem, the market failure and government failure co-exist, NGO has an irreplaceable impact.
