Social enterprises come from western, the theoretical and practice has different understanding about this new concept, even some misunderstanding, social enterprise need localized, there’s some problems needed to solve.

Social enterprise is a new type of employment organizations. Social enterprise in China is caused by a non-formal employment issues both from the public welfare and operational organizations. It can effectively coordinate economic and social conflicts, in response to needs of social groups to promote the underlying groups towards the middle movement, providing a positive model of welfare protection and has played an important role in promotion of social integration. Social enterprise will evolve into a major force in the supply of social welfare.

With the influence of environment change, Non Governmental Organization (NGO) or non-profit are facing threats, cost increase, donation/funding reduction, for profit business as competitors etc.. More and more non- profit is turning into business world. This essay through preliminary study about the reasons of commercialization of non-profit, and risks, measures, answers how non-profit can integrate revenue generation and organization mission, then better serves social problems.

Social enterprise and social entrepreneurs, these two concepts, are unfamiliar to Chinese people. Its meaning is to apply entrepreneurship, organization management etc. business successful experiences into social work practice. When it’s aligned with clear mission, openness, trust and share etc. features that social work has, it will create the unique competitiveness and life for social enterprises.

In the past 30 years, social enterprise has been a career choice in the UK and the USA, going into mainstream academic field, promoting the change of law and social policy, even becoming a new growing spot in creating job opportunities and economic growth. This paper illustrates Blair Government’s social enterprise development strategy and detail measure, based on which, some suggestions for China Government to drive social enterprises development are provided.

Partnering with individuals and organizations with social entrepreneurship spirit, executing strategic philanthropy activities, will be an effective Corporate Social Responsibility (CSR) practice for business, and a competitiveness enhancement strategy to fight future business environment. Cross social-sector entrepreneur alliance will probably re-define social sector and social values.
